Germany is desperately looking for skilled workers - especially in areas such as IT, care, skilled trades and technology. If there is a shortage of qualified personnel in Germany, this may be the solution, Skilled workers from third countries (i.e. countries outside the EU).
1. who is considered a "skilled worker"?
Since the Skilled Immigration Act (2020) there are two categories:

Specialist with vocational training
Recognized vocational training of at least 2 years -
Specialist with academic training
University degree, recognized in Germany or comparable

2nd step for companies: Job offer and qualification
You need an open position with a specific job profile. Then you need to check:
Does the foreign specialist have the necessary training?
Is the qualification recognized in Germany (or equivalent)?
Does the salary meet German standards?
3. recognition procedure
The foreign training must be officially recognized. Depending on the profession, various chambers or authorities (e.g. IHK, ZAB) are responsible.
Duration: usually 2-4 months
Result:

fully recognized ➝ continue with visa

partially recognized ➝ Adaptation qualification possible
4. visa and residence permit
The specialist provides the German embassy in the country of origin one Visa application for gainful employment. Required documents:

EU Blue Card (for academic profession & at least €45,300 salary per year, as of 2025)

5. approval by the Federal Employment Agency (BA)
In many cases, the BA checks:

whether the skilled worker is employed under the same conditions as a German employee (equivalence)

whether no preferred (e.g. German or EU) applicant is available (in some professions this check is not required)
6 Entry and start of work
Once the visa has been successfully issued, the skilled worker may enter the country and start work. The important thing is
